Tokei Precision Optics and Yingchuang Formally Agree on Supply Draft — Quarterly Deliveries, Price Band of ±8%
Tokei Precision Optics and Taiei's Yingchuang Technology, in ongoing talks over precision lens components for window-observation equipment, announced on the 29th that they had formally agreed on a draft mass-production estimate and supply schedule. As previously reported, the two remaining sticking points were settled with quarterly delivery increments and a price band of plus or minus 8 percent around a base figure — landing almost exactly on the previously reported end-of-month target. Formal contract negotiations, aimed at a final agreement by the end of October, are expected to begin as early as next week.
Tokei Precision Optics announced on the 29th that it had formally agreed with Taiei's Yingchuang Technology on a draft mass-production estimate and supply schedule for precision lens components used in window-observation equipment. As previously reported, the two points still outstanding as of the 25th were delivery increments and the width of the price range. Under the agreement reached today, deliveries will be scheduled in quarterly rather than monthly increments, and prices will be allowed to fluctuate within a band of plus or minus 8 percent around a base figure. "We judged that quarterly increments would preserve flexibility in both sides' production planning," said Tokei Precision Optics President Satoru Odagiri.
Odagiri again distanced the deal from any framing as a "de-Deutsche" move away from a specific country's components, as previously reported, stressing, "This is about diversifying our supply chain, not cutting anyone out." Yingchuang, in a written statement, said the draft "achieves both supply stability and price transparency." Following the draft agreement, formal contract negotiations are expected to begin as early as next month, with no change to the previously reported goal of a final agreement by the end of October.
Reaction in the stock market on the 29th was limited: Tokei Precision Optics shares edged only slightly higher, well short of the swings seen on the 22nd (Yatani Instruments +1.6%, Tokei Precision Optics +0.8%, previously reported). "The draft agreement was largely priced in already," one market participant said. "The real test comes once the substance of the formal contract talks becomes visible next month." Futures on the Tokei Drift Index (TDI) at the Seishu exchange also saw only modest movement on the 29th.
As previously reported, insurers have continued to stress that the spring-tide insurance rate multiplier (1.4 to 1.6 times) and TDI futures move on separate institutional tracks, and said today's draft agreement would have no direct bearing on the rate. The Consumer Affairs Agency study group, chaired by Ritsuko Fukazawa, plans to add the question of how component-price swings might affect final product pricing to the agenda of its next meeting.
