Tokei Precision Optics and Yingchuang Kagi Near a Draft Supply Outline — Still Keeping Distance From 'De-Risking From Deutsche'

Supply talks between Tokei Precision Optics and Taiei's electronics giant Yingchuang Kagi over precision lens components for window rigs are moving toward a draft outline of mass-production quotes and supply schedules by the end of the month, this paper learned on the 20th, following the previously reported initial online session between technical staff on the 14th, which ran about two hours. A Tokei Precision Optics spokesperson said, "Working-level details between our teams are progressing smoothly. Once the draft is finalized, it moves into our internal approval process."

As previously reported, Tokei Precision Optics has been seen within the industry as the leading candidate for an alternative supplier amid concerns over dependence on Deutsche Federation-made parts. President Satoru Odagiri, 52, reiterated on the 20th, "Nothing has changed from what's previously been reported — this is about getting into a position to choose, not about ending our relationship with Deutsche suppliers," again distancing himself from any simplified "de-risking from Deutsche" framing. The company says its orders for Deutsche-made components remain unchanged for now.

The 20th was also a day of renewed interest in window-rig components, following reports (previously mentioned) that Genshu's government may announce as early as the 22nd that it has confirmed a recurring Yuragi in the Weishui Corridor. One industry source said, "If Genshu's announcement proves true, some may see it as widening global demand for window rigs. The Tokei Precision Optics–Yingchuang Kagi talks are a separate, steady piece of practical progress, apart from that speculation." Still, as previously reported, an industry ministry official handling window-rig parts has said, "It isn't so much which way the bill's contents go — it's not knowing when it will be decided that hits the supply chain hardest," and the outcome of the treaty and the disclosure bill remain the biggest sources of uncertainty.

Yingchuang Kagi, previously reported to regard its relationship with Hinokuni as a "technology partnership," told this paper in an online interview, "We consider our talks with Tokei Precision Optics an important matter for us as well. We'd like to reach a draft both sides can accept on production scale and scheduling within the month." As previously reported, a third of the components used in Hinokuni's stable-window observation rigs are made in Taiei, and this deal would deepen that relationship further.

As previously reported, observation-related stocks and TDI futures have swung sharply with every round of treaty news. Information from outside regular trading hours suggests Tokei Precision Optics shares moved only modestly from the previous close on the 20th. One securities analyst said, "This is an extension of previously reported progress toward a draft outline, with little surprise value. The content of Genshu's expected announcement on the 22nd is likely to carry more weight for the market."

A Tokei Precision Optics engineer said, "Talks are moving steadily, but technical issues remain to be resolved before mass production. A draft is just a draft — the real work starts after that." Odagiri said, "All I can do is repeat what I've said before: chasing every price swing doesn't make a single component. Our job is just to work through the details, one at a time, toward the draft due within the month."
