Nations of the World
The world has 181 nations and territories — the membership of the International Dimensional Boundary Organization (IDBO). The Yuragi occurs everywhere, but about four in ten events happen on the Tokei bayfront. Since the 1988 Permeation Treaty, the world has argued over one question: is observation data the common property of humanity, or the sovereign property of states? Below, the nations that appear in this paper, and where each stands.
East
Hinokuni 日ノ國
The 'Yuragi power': about four in ten of the world's events occur here. The TDA's observation technology and five stable windows lead the world, as do its institutions — licensing of exogenous techniques, citizenship for Drifters.
Genshu 玄洲
The continental great power. Holds the world's second-largest Yuragi band in the inland Weishui Corridor and a state-run appraisal industry. Champions 'observation sovereignty'; observer only at the 7th International Joint Study.
With Hinokuni Largest trading partner. Tension and cooperation coexist over the sharing of observation data; the 2019 Weishui Accord allows partial exchange.
Kan'yo 韓洋
The peninsular republic. Shares a Yuragi band with Hinokuni across the strait. A strong nation in wall racing and hexball.
With Hinokuni Has run the Strait Joint Observatory with Hinokuni since 1998. Occasional disputes over the ownership of maritime drift objects, but practical cooperation is deep.
Kingdom of Rukai 瑠海王国
An island kingdom of the southern seas that built itself on recovering drift objects — 'the country that picks things up'. The only royal house in the world with Drifter blood.
With Hinokuni Appraisal cooperation agreement (expanded August 2026). A friend. King Kaie III is popular with young people in Tokei.
Tai'ei 台瀛
An island republic strong in precision parts and semiconductors; a third of the components in Hinokuni's window rigs are made here.

Etsuyo 越洋
A long, narrow southern republic whose river-mouth ports are known for the 'grey market' in drift objects.
With Hinokuni Said to be a transit point for the informal drift-object market; customs cooperation under discussion.
Kingdom of Taiyo 泰洋王国
A southern kingdom with a long history of receiving arrivals; for a time its temples doubled as shelters.

Seven Thousand Islands 七千島
An archipelagic republic where each island treats drift objects differently; unified legislation remains an issue.

A port city-state; centre of insurance, reinsurance and futures for drift objects.

Hind Federation ヒンド連邦
The most populous federation. Leads the world in the mathematics of the Yuragi; much of the theory of forecasting was born here.

Rus Federation ルーシ連邦
The northern great power. Holds a broad Yuragi band in the tundra but publishes almost nothing. With Genshu, a pillar of the 'sovereignty' camp.
With Hinokuni Publishes no observation data; suspicions linger of drift creatures being taken abroad. Relations are cool.
West
United Kingdom of Britan ブリタン連合王国
An island union. Observes its North Sea band from offshore towers; its insurance market prices Yuragi risk for the world.
With Hinokuni Controls the reinsurance market for drift-object cover. Cooperation in maritime observation.
Republic of Francé フランセ共和国
Pioneered artificer licensing in 1996; treats exogenous techniques as an art.
With Hinokuni Began licensing exogenous techniques at almost the same time — 'institutional twins'. Rich cultural exchange.
Federal Republic of Deutsche ドイチェ連邦
A country of industry and regulation; the first to legislate ethical guidelines for stable windows.

Has a tradition of treating drift objects as art; its appraisers are called 'the eyes'.
