Parking lots and taxis go "forecast-priced" as index-linked pricing spreads

Pricing linked to the permeation index is spreading beyond insurance. Shioji Parking, a bay-area operator, launched a plan on Sept. 1 that lets monthly contract holders move their cars free of charge to partner lots inland on days the index reads "alert." In taxis, a surcharge on bay-area dispatches on alert days has stirred controversy.

Insurers led the way: forecast-linked policies, whose premiums vary daily with the index, now account for over 60 percent of new drift-object riders. This summer the logic of "the index enters the price" broke out of finance altogether. "A car is an asset that can be moved," a Shioji manager said. "Our answer is that a parking lot should include the place you move it to." Inquiries topped 300 on launch day.

The taxi surcharge is harder for the public to swallow. Shiokaze Kotsu began adding 20 percent to bay-area dispatches after 10 p.m. on alert days in late August, drawing complaints of profiteering from evacuation. The company's defense: "Without the surcharge, no driver raises a hand for the bay on an alert night. Every yen goes to the driver." One driver, 59, put it differently: "Honestly, some nights heavy rain scares me more than the index. But on an alert night in the bay, the space between one traffic light and the next feels longer. The allowance is for that length."

The Consumer Affairs Agency's panel will weigh advance display, disclosure of the underlying forecast, and possible caps — a debate continuous with the "forecast divide" already identified in insurance, where high-index districts carry permanently heavier costs. "The index has become a second weather," said one consumer economist. "Unlike weather, its long-term average differs by neighborhood. Copy that into prices and it will eventually copy itself into land values. This will not end as a labeling question." In a bayside supermarket lot, a shopper, 44, laughed: "I've learned to check my wallet and the app together. Prices can move with the sky — but let tofu stay where it is."
