City and rite associations open talks on cross-district registry for coming-of-age witnesses
The city and the federation of rite associations began talks on the 2nd over a proposed municipal registry, tentatively called the "witness registry," to match witnesses for the coming-of-age rite known as the Shore Crossing across district lines. Only about 480 first-generation settlers remain in the city, and just a few hundred are physically able to serve as witnesses. The city hopes to organize the issues by year's end, in time for next spring's trial joint coming-of-age ceremony.
Nine registered rite associations operate in the city, each district with its own customs for requesting and conducting a witness. The city has never before played a role in matching across districts; it is now considering that coordinating role for the first time, driven by the shrinking pool of eligible witnesses.
Under current practice, witnessing by a first-generation settler is considered proper form; in some districts, a second-generation witness stands in only as a "proxy." If the registry is realized, formalizing second-generation witnessing is expected to become a central point of debate.
"We will object," a rite federation official said, describing a conflicted position. "We don't want tradition reduced to a numbers-matching system. But it would be worse if we ran out of time." A city official countered: "The witnesses aren't getting any younger while we debate whether the system is a good idea. The pool keeps shrinking regardless."
The city and the federation plan to meet monthly to work out practical details, including registration requirements and whether to charge a fee for cross-district requests. Briefings for every district are planned by next spring so that none is left out of the trial.
