Fukagawa Drift Objects: Resident Briefing Set for the 12th Ahead of the 16th Review

The Third Appraisal Center announced on the 9th that it will hold a briefing for the local neighborhood association at 2 p.m. on the 12th, at a Fukagawa community hall, ahead of the 16th's quarantine committee review of whether to open the three metal containers that drifted onto Fukagawa's 2-chome in the early hours of August 21. As previously reported, a September 2 working group report found no fault in the measurement or imaging systems used to study why the liquid's surface fails to follow the container even when tilted up to 15 degrees. "Our conclusion so far isn't that the ruler is broken — it's that what we're measuring is behaving strangely," the lead researcher said. "We still can't answer the 'why' beyond that."

The neighborhood association's chair, 68, told this paper, "More than the conclusion itself — open it or not — a lot of residents want to hear the reasoning behind it." As previously reported, the three containers carry markings whose lettering differs slightly, leaving open the possibility of multiple origins. "If the markings are different, doesn't that mean the origins might be different too?" the chair said. "That makes me feel two things at once — wanting them to be extra careful, and wanting an answer sooner." The briefing will be open to anyone interested, not only residents, and will include a question-and-answer session.

As previously reported, monitoring measurements have been transitioning from three times daily to twice daily, a shift the Center confirmed was fully complete as of the 9th. "There have been no signs of abnormality, and we judged that the detection system holds up even at the reduced frequency," the Center said. No health complaints from the surrounding area have been reported, a point expected to be reiterated at the briefing.

Three weeks have now passed since the containers drifted in on the 9th. The Center said that initial doubts in the days after the August 21 discovery centered on the material of the containers themselves; once the September 2 working group report ruled out any fault in the measurement system, the investigation narrowed to focus solely on the properties of the substance inside. "It may look like we're back where we started, but ruling out one suspect is progress in its own way," the lead researcher said. Analysis of the slight difference in lettering style among the three containers' markings continues; as of the 9th, the Center says it can neither confirm nor rule out the possibility of multiple origins.

The policy of releasing detailed data on the liquid to the academic community only after the quarantine committee reaches its conclusion, previously reported, remains unchanged. "If the data gets out ahead of the conclusion, it risks prejudicing the outcome. We're not changing that order," the lead researcher said. For the first time, "leave unopened, in continued storage" has been placed formally on the agenda; if adopted, it would mark the first permanent-storage policy for a drift object under quarantine.

Around the site, the tension that followed the initial drift, previously reported, has largely faded, though notice of the briefing has already circulated through neighborhood bulletin boards and circulars. "It was unsettling at first with all the press cars around, but it's routine now," a nearby shopkeeper said. "Still, whether they open it or not is something I do think about." The Center says it will record the questions and answers from the briefing and share them, where possible, with the 16th's quarantine committee.

The Center will take the questions raised at the 12th's briefing into the 16th's committee review. "This case has gone unanswered for a long time," the researcher said, "but I think continuing to say plainly that we don't know is also part of the appraisal work." The review's outcome is expected to be announced the same day.
